Workforce
Our North Central London Integrated Care System vision for workforce is for our community to receive high quality health and care services delivered by a representative and diverse workforce, in which people are supported to achieve their full potential in an inclusive and compassionate environment free from racism or other discrimination.
Our mission is to support North Central London (NCL) health and social care organisations to:
-
- be excellent employers, developing and supporting the wellbeing of existing staff and attracting new people to live and work in North London
- plan their workforce and development needs to deliver new care models in new settings, including in integrated care systems
- be socially responsible organisations, using our influence and decision making to best serve the interests of our communities and reduce inequalities.
NCL People Board
To support the delivery of our NCL workforce vision and mission we have established the North Central London (NCL) People Board, which was launched on 5 October. The Board will support NCL to take forward our agreed workforce programme high-impact priorities in response to the NHS Long Term Plan and NHS People Plan 2020-21
- Staff wellbeing and tailored programmes
- Talent management, progression, and career pathways
- Local workforce recruitment routes into health and care employment
- Workforce planning and modelling based on population
- Working with and across sectors
The Board works as a unitary board to:
- provide strategic vision, effective challenge and advice to NCL organisations and the Integrated Care System (ICS) and
- support governance and performance management of programmes and projects to deliver its vision.
This includes:
- supporting the development and delivery of the NCL People Plan
- communicating and engaging with NCL staff networks, promoting NCL workforce programmes and priorities
- identifying and acting on opportunities for co-operation and delivery of NCL priorities
- supporting the recruitment and retention and of NCL staff, and
- acting as an enabler and champion of system change.
Alongside the NCL People Board, our workforce programme is engaging with wider health and care staff via the existing staff networks e.g. BAME, LGBTQ, Disability, Women’s and Equality, Inclusion and Diversity leads, HR Directors networks and other leading networks to refine our objectives and people plans. NCL workforce programme is also support the establishment of a system wider staff network to drive and support the Equality, Inclusion and Diversity agenda across the health and care system.
Membership
The NCL People Board has been designed to be inclusive, diverse and representative, with members recruited through an open and rigorous recruitment process. The board membership is diverse in terms of gender, ethnicity, age, care settings and roles, with 87.5% female members and 87.5% of members from black, Asian or minority ethnic (BAME) backgrounds.

Governance
The People Board is chaired by a senior leader within the ICS - Jinjer Kandola, Chief Executive at Barnet, Enfield and Haringey Mental Health NHS Trust. It is accountable to the NCL ICS Partnership Board, and will feed into London People Board and NCL Clinical Advisory Group (CAG) and other governance structures.
News
The NCL People Board has signed off the NCL workforce high impact priorities identified with our wider health and care staff via workforce workshops during summer 2020, and these are aligned with the London and national People Plan priorities.
19 November 2020: Third staff engagement event held with the wider staff networks, including equality and diversity leads to focus on equality, diversity and inclusion priorities, and ways to take forward the London Workforce Race Strategy.
